Governor to consider him with any other candidates
he may have. We might add that the officer selected
would be required to learn Cantonese (as Mr. Davies
had difficulty in passing his Singalese and Tamil
examinations). If the Governor then firmly recommends
Mr. Davies, we should I think have no qualms in
sending him to Hong Kong.
If any hitch occurs with Palestine and
Ceylon we could then consider the candidates in the
West Indian territories.
